General demographic characteristics of the Sevastopol


At the end of 2012, the population of the Sevastopol constituted 381,2 thousand people. 357,6 thousand people (94%) live in the city, the remaining 23,6 thousand people (6%) live on the territories of village councils and rural areas.

The number of the city residents was gradually decreasing till 2005. All in all, over the last 10 years, the city population has decreased by 1,7 thousand people or by less than 0,5%. The demographic situation in the city remains negative despite one overall increase of the population due to the increased migration over the last 7 years.

The negative balance between the newly-born and the deceased (natural decrease) remains the main reason for the negative demographic dynamics. The tendency for the decreasing birth-rate and increased death-rate in the Sevastopol has been observed since 1986 year. At the beginning 1992, the death-rate indicator started to exceed the indicator for the birth-rate. This has lead not only to the general decrease in the population, but also to changes in its age and sex structure.

Over the last 10 years, the natural decrease was more than 18,0 thousand people. At the end of 2012, the birth - rate was 12 persons per 1 000 residents (compared to 2002 the indicator increased by 33%), while the death - rate remained at the same level as 10 years ago - 14 persons per 1 000 residents.

During the period 1995-2001 the level of annual net migration decreased to 1,5-3,0 thousand people per year in the Sevastopol. The number of arrivals has exceeded the number of departures since 2002. Net migration constituted 2,6 thousand people for the period of January-November 2012, that over 80% more than 10 years ago (1,4 thousand people).
The inter-state migration data shows that 83,2% of migrants were representatives from the CIS countries and 16,8% were representatives of foreign countries. The structure of those who left the city was the following: 79,2% left to the CIS countries and 20,8% went to foreign countries. The internal regional migration constituted 475 persons in January-November 2012.

The age structure of the population has somewhat changed over the last 10 years. The population including by age group 0-15 year constitute 14% on average, by age group 16-59 year – 65% and by age group 60 year and more – 21%. The largest age group 16-59 year includes the number of the most productive part of the population (25-44 years) and constitute 104,6 thousand people (43%). Over the last 8 years, age group 60 year and more has exceeded the age group 0-15 year by 1,5 times. At the same time, the number of women over 60 year (54,7 thousand people) is almost twice as much as men (28,2 thousand people). The total number of males in the Sevastopol is 172,8 thousand (45,6%), with 206,5 thousand of women (54,4%). The average age of the population in the Sevastopol is 41 years. The average life expectancy for the Sevastopol residents is 69,67 years, which is slightly above the national average indicator (69,29). In general, the continuous demographic ageing of the population can be observed. The number of pre-pension and pension age residents are growing due to the low birth - rate and the high death – rate.
According to the All-Ukrainian Population Census 2001, 71,6% of Russians and 22,4% of Ukrainians constitute the main part of the population of the Sevastopol. Representatives of other major national groups are: Byelorussians, Crimean Tatars, Armenian, Jews, Moldavians and Azerbaijanis.

General educational characteristics of the Sevastopol

The educational system in the city is represented by various types of educational establishments of different certification levels. It includes pre-school institutions, general education schools, vocational schools and institutions of higher education.

In 2011 the number of pre-school institutions in the Sevastopol increased by 5 points compared to the previous year and constituted 91, that allowed to increase the quantity of children by 547. The coverage is 65% of total children of specified age.
Over the last 10 years, the number of general education schools has decreased by 3 points and as a result, the quantity of teachers declined by 500 persons or 14%. At the end of 2011, the number of teachers constituted 3100 persons, the total students - 32 400 persons.
Also, there is negative dynamics of number of institutions of higher education and the quantity of students can be observed. Over the last 10 years, two institutions of higher education (1st and 2nd levels of accreditation) have closed, the quantity of students decreased by 2 times. As a result, at the end of 2011, the number of graduated specialists constituted 700 persons. In addition, during this period, one institution of higher education (3rd and 4th levels of accreditation) has closed and the number of students decreased by 13%. At the end of 2011, the number of graduated students amounted 4 200 persons.

According to the All-Ukrainian Population Census 2001 data, the population of the Sevastopol has not high educational level. The next census is scheduled to take place in 2013.

More than half the population has secondary education and 43% - higher. Also, there is a slight number of people who have no elementary education - 4% (of which 86% are children aged 6-14 years and 13% of older people aged 65 years and more).
In the employable age (men aged 16-59 years, women aged 16-54 years) have higher education 49% and only half of them have complete higher education.
