The homogeneity of language structure is characterised by its historical features. So, 90,6 % of the population of region consider as the native Russian, 6,8 % identifies themselves as Ukrainian.

The centralised systems of water supply are set in 96% of houses, 92 % of houses supply with gas, the central heat supply provides 75 % of houses, 84 % of them have municipal sewerage. According to marketing researches the price range at the market of new buildings varies from 900 to 2500 $ for 1 sq.m. Since 2008, the steady tendency of price reduction in the market of secondary habitation is looked through.
